Tennessee Board of Regents to meet Oct. 31 to consider criteria for next president of TCAT Memphis

The Tennessee Board of Regents will hold its next regular quarterly meeting at Dyersburg State Community College, with committee meetings on Thursday, Sept. 19, 2024, and the full board meeting on Friday, Sept. 20.

The board governs Tennessee's public community colleges and colleges of applied technology.

The board’s standing committees will meet Sept. 19, starting at 1 p.m. CT with the Committee on Academic Policies and Programs and Student Life, and continuing consecutively with the Committee on Personnel and Compensation, the Committee on Workforce Development, the Committee on External Affairs, and the Committee on Finance and Business Operations.

The full board will convene at 9 a.m. CT Sept. 20, for presentations by Dyersburg State President Scott Cook and partnering host Tennessee Colleges of Applied Technology (TCAT) Presidents John Penn Ridgeway of TCAT Henry/Carroll and Youlanda Jones of TCAT Northwest. The board’s official business meeting will follow at 9:30 or when the presentations conclude.

All meetings are in the FCNB Auditorium of Dr. Carl Christian Andersen Hall on DSCC’s main campus at 1510 Lake Road, Dyersburg, TN 38024. The complete committee and board agendas, an executive summary, and board materials are posted at the meeting link above.  Friday’s board agenda includes, but is not limited to, consideration of the appointment of the next president of TCAT Jackson, proposed revisions to TBR policies, the chancellor’s quarterly report, receiving reports on the previous day’s committee meetings, and acting on any recommendations from the committees.

TBR Chancellor Flora W. Tydings will recommend Dr. JacQuene Rainey to the board for appointment as the next president of TCAT Jackson. Dr. Rainey is currently vice president of academic affairs at TCAT Northwest and has been a staff member in the TCAT system since 2009. She earned a doctor of education leadership and policy analysis at East Tennessee State University, a master of business administration and a bachelor of science in organizational leadership, both at Union University. Dr. Rainey was one of two finalists selected last month by a search advisory committee, both of whom participated in public interviews on campus Sept. 4. After reviewing input from the public and campus community and conducting final interviews with the two candidates, Dr. Tydings will recommend her for the board's consideration.

Thursday’s committee agendas include, but are not limited to, consideration of proposed actions and receiving informational reports and updates on new programs at the technical colleges, a report on student access and success, the annual workforce training hours report, a report on outcomes of the TBR 2024 Statewide Workforce Convening in April, state legislative and capital budget priorities for next year, institutional mission profiles, research and innovation projects, proposed revisions to the TBR general education core, a faculty promotion at Pellissippi State Community College, and correction of a previously approved faculty promotion increase at Pellissippi.

The proposed policy revisions involve the following TBR policies: Policy 2.01.00.00, General Education Requirements and Degree Requirements; 6.04.00.00, Pregnancy, Childbirth and Related Medical Conditions; 9.01.03.00, Advertising; 4.02.01.00, Approvals of Agreements and Contracts; 1.08.03.00, newly named Digital Identity, Authentication Management, and Access Control; and 1.08.04.00 Personally Identifiable Information.

Action items recommended for approval by the committees on Thursday will be considered by the full Board as part of its review of the committee reports on Friday.
