How do schools/colleges increase the number of non-traditional students in non-traditional programs, (i.e., more male students in Cosmetology or more female students in Advanced Manufacturing)?

What are the most productive ways to spend Perkins funds that will increase the success of career and technical education students? (i.e., spend on equipment, salaries, professional development, etc.)?
